I'd say there was once mill house, or other structure that used the water for power. Then again, it might have been the work of a demented architect.

I believe that's a Hickory tree to the left of the steps. The ivy and growth look familiar, so I'm thinking somewhere in a southern state of the United States.
I want to go on a pilgrimage to find out the secret of these steps. Who needs the pyramids?
