Kind of sounds like tap dancing. My cat likes to drink from the sink after I fill it just a bit. He always runs his paws across the water line to feel out where it is. This cat is probably doing a version of that (in his mind).
That makes sense, a bit like a dog paddling over water in mid-air :)
