I don't think it is wise to promote this behavior. Some people may not realize that some types of paint are toxic to snails. Painting them bright colors also make it easier for predators, especially birds, to spot them, so it could actually make them more at risk of death. Besides, so many people wander around, focused on their smartphones, that they can't even see, and avoid other humans, so it is doubtful they would notice a small creature like a snail.
